How do I make the translation to the Spanish? what files are for translation?

Normally the most resources are in ResX files. It's a XML file which could edit with different tools. Of course using Visual Studio could be the easiest way.
Furthermore I see one XML file (designtools.xml) which have to be adapted also.

Note: The source code download seems to be outdated.

Yes, the source code are managed with visual studio team (the 'free' version). The version packed on website is outdated.
I can give you access to the source code (I have only one developer's 'slot' free) but I have planned, in near future, to migrate all to github.
Or, fast solution, I can give you some files structured as key->value with all the project's resource (in EN).
Better ways is to put this file in a shared environment (google drive, onedrive or similar) and keep it updated in two ways (I will add new resource in EN, translators review and translate it).
